There's normally higher humidity further up in the atmosphere and when it rains you can think of it as a kind of tipping point where evaporation has sucked so much humidity from the ground into the upper atmosphere that it can no longer hold all of it. What happens is all that moisture falls to the ground all at once so you get a bunch of a humidity at the surface.
