You can see the stars if there is no fog and no light pollution. However, there is hardly a night without fog, and I've never seen San Francisco without light pollution, so I guess the answer would be no. However, drive an hour north and there are some pretty clear places where you can see the stars pretty well.
Being a coastal community, the weather is humid most of the year accompanied by winds on most days and of course, fog.
when i visited San Francisco they told us that it was because the fog is created on the sea and that the windblows it on to the land... i know this isn't much information but that's really all i remember. <3
