Usually mean you have a burnt out bulb. Simply replace it and you should be fine.
Flasher relay is defective.
If they come on and will not flash, replace the Flasher Relay. If they just don't come on replace the blown out bulb.

One or two front turn signal bulbs is busted. Check your front turn signal bulbs and replace it.

You could be hitting the flash feature on the turn signal arm when you use it.
Check for; a shorted or bad bulb bad ground in socket
It could be the bulb that is burned out, but more than likely it is the socket the bulb connects to.
I would replace the turn signal switch.
one of two things, either the flasher or the signal relay EDIT: Um, NO. You have a bulb out. It can't flash outside, it's dead. Inside, electricity is still flowing, so the interior bulbs work twice as hard to keep up with the current. Check all your light bulbs and/or sockets.
A mis-wiring or short circuit somewhere between the controls, fusebox and lights.
