This event is actually caused by a process which occurs at the bottom of the ocean, called "Sea Floor Spreading". What happens is, there are several plates on the ocean floor, which release liquid lava, which cools extremely repidly due to the water, creating more land on the ocean floor, pushing other land that was there, outwards to make space for the new land. Because of this process, the North American continent is moving at the rate of a fingernail towards Europe (I believe) Your face!

Or some of these. To a greater or lesser degree. The fine points are still being hotly debated by scientists, and while the above reasons are reasonably sure to hold the answer, the details of it are not yet understood.
The liquid rock, or magma of the Earth's mantle moves because of convection currents; hotter rock rises, and colder rock will flow in to take the place of the rising hotter rock. Rock is heated because of radioactive decay (of various isotopes) in the interior of the Earth.
The heat from the mantle slowly moves the lithosphere,the upper mantle and crust, around and the plates shift. It's all with cinvection and sliding.

Both. floods will erode soil and rock and also deposit soil and rock there by changing the surface of the earth ... this is generally slow. eruptions, earth quakes are fast and will also change the surface of the earth by substantially removing, changing the location or depositing magma . these are generally fast changes tectonic plate movements are generally slow in a gloobal perspective and this incorperates the volcano and earthquake model. it all depends on the scale of what you call slow and if you are looking at a micro environment or a macro environment - local or global.
