eliminate the possible answers that don't fit first. It is not air in the water since other faucets in the house or the previous faucets have this behavior. It is not an aerator. Water does oxidize, to a small extent, the inside of metal pipes and faucets. It coats them in a way. Until this takes place air bubbles may be forming on the metal in the faucet. It may have a chemical component from the manufacturing process since the new faucets I have are the California lead free brass variety. The foam is very impressive but goes away very fast and takes time to regenerate for another occurrence. I have had other faucets do this before but the new lead free brass is incredibly foamy. Creepy, yes and I do remember, from somewhere in the past, the instruction to run the water in a faucet for a second or two before drinking it due to metals leaching out of the valve body.
In the end of the faucet there is a small screen that screws on in most installations. Take the filter off and see if is dirty or clogged. Soaking it in vinegar or dish soap will help. This should fix the problem.

Your kitchen faucet is getting bad, the water line that runs to the dishwasher from the branch under the sink has nothing to do with the faucet. the only way the faucet would run is because the gaskets or seats are getting bad. The dishwasher will not affect any water in the house,water goes into the dishwasher and leaves through the drain, it never will reenter the water system,so if you have a white residue,it sounds like you have hard water. If this sediment is inside the washer,you might not be using the right soap for it. Also, the water for the dishwasher should be hooked up to the hot water line not cold.

Mineral deposits; most are formed in your pipes when water is not flowing. The aerator can be removed and cleaned extending the life of the aerator. The aerator will eventually deteriorate and should be replaced. Depending on your water supply and the pipes, the minerals can be several different colors.
