I think you are referring to a 'dynamic' character as opposed to a 'static' one. Dynamic characters grow and change as the story progresses whereas static characters are the ones that stay (sometimes stubbornly) constant.

Main characters are often dynamic, especially when there is a lesson to be learned.

A character arc shows the growth of the character, from where he or she starts at the beginning of the story to where they end up at the end. They might not grow or change much, but they do need to do some growing and changing in order to have a good story.
