Not 100% Certain, but based on my observations, I'd say it's either due to the type of structure it is, and how tall the structure is.

There are those huge red and white towers that are used for airline communication during mid-flight. These always have Red lights the fade on and off.

Antenna's (On towers or tall buildings) have white strobes

Taller Bridges usually have constant red lights on the highest points.

Again, these are only OBSERVATIONS!!
