Color isn't always a good measure of a Chile/hot pepper's heat levels. Many chiles can pack a real wallop while green. They can have acquired the peak heat before fully ripe and red, and the ripening can add sweetness that actually will mitigate the heat somewhat. Still, the hottest chile in the world according to Guinness World Records is the Ghost Chile (Bhut Jolokia), a chile from India that is red when harvested. These chiles measure over 1 million Scoville Heat Units (SHU)! In comparison, a Red Savina Habanero which used to rank as the hottest until the Ghost Chile surfaced is around 600,000 SHUs and a common jalapeno averages 3,000 to 5,000 SHUs.
