Grey is a truly, truly neutral color. That means, literally ever color eyeshadow will look great with it!
Personally, for a pop of color and to liven things up (I wear loads of grey clothing myself. It's my favorite color.) I use fun purple shadows, which can be muted with browns or left to stand out. Purple also brings out my green eyes. I recommend using whatever color works best with your skin, hair and eye color rather than your clothes.

Personally I've never liked blue eyeshadow and not everyone looks good in it. When you allow your child to start wearing make up is really up to the parents. Blue eyeshadow is more suitable for going out at night and have a more natural look during the day.
