I'm sorry, but I don't really understand this question. I'm not sure what is meant by "computer top". If you mean a laptop shell, you can find them starting around the $30 range.
The format of the computer's shell doesn't really make a practical difference. As long as you have a processor that meets your needs and enough memory, etc., then a laptop would be a good choice. A laptop would be more portable, and allow you to play wherever you take it.
