It depends on which conditions you are considering. If a tow truck stays then a force is the same for the car and truck. If it is moving forward or backward then the force which is effecting the truck is more because it has to spend some work to move. Because it had no roof they closed it because it might rain and everyone would get wet! And in the winter it got too cold and dark to use. And sometimes there were health alerts due to plague outbreaks and then all the theatres had to close.
