In 1870 the presidential election was a tie and Hays made a deal that when he took office he would end reconstruction. After he became president he did what he promised and pulled federal troops from the south. This meant that southern states could introduce and enforce Jim Crow laws depriving freed African Americans from gaining the full rights they were given after the war. It will be another 100 years before civil rights law is passed and they begin to gain access to rights.
