What could be causing my 2001 suburban to drag at low RPM almost idle When I slow down and begin to come to a stop the RPMs drop and the voltmeter falls below 9?

is it an auto? it sounds like if its an auto that the troque converter clutch is sticking and acting like a clutch in a manual trans when this happens its like never pushing in the clutch till the last second which causes it to nearly stall hence the drop in rpms and voltmeter readings as the battery attempts to keep motor running

You will not get a measurement. depending on what kind of measuring device you use the socket could begin to smoke and the voltmeter will fly out (happened to me).

Begin by removing the wiring harness from your 1998 Chevrolet Suburban ignition module. Remove the ignition module retaining screws. Reverse the process to install your new ignition module.
