If the engine is cool, then this isn't a problem (pressure in the cooling system isn't developed by the running engine, it is developed by the heat from the running engine).
However, if the hoses don't feel like they're under pressure at normal or higher operating temperature, it does indicate a possible problem. The possible problems could be anything from a blown head or intake gasket to a low or empty radiator. Regardless, if this is the case, the problem needs to be diagnosed and repaired before the engine becomes damaged.
Where is it leaking? That pressure test sounds funny, why would you pressurize only the pump and radiator? If you are leaking coolant outside the engine, locate the source. If you are losing it from the radiator but cannot find a puddle suspect a head gasket problem. Check the Radiator cap first, if it is bad high pressure coolant will travel back to the overflow bottle.
Oil in the radiator indicates a possible severe problem, where coolant could also leak into the oil. Driving an engine in this situation at all could lead to severe engine damage.
Fuel pressure regulator.
Could be thermostat is not opening or collar on radiator is defective and needs to e resoldered sounds like a blown head gasket.
There are a few ways you could make your radiator fan turn on. You could fix the wiring for example.
Could be a bad thermostat not opening and allowing excess pressure build up
Either a blown headgasket or cracked head or block.
Defective radiator cap? Leak in system (Pressure test)? Head gasket?
what do you mean what to do? do you want to have an idea of what it could be? it could be the transmition fluid cooling lines(tank) that sometimes are located inside your radiator. if the lines leak you will find "oil" in your radiator. if that is not your problem then either a head gasket or a crack engine block.
Either the fan is no good or the heat sensor in your radiator, that turns the fan on is not working!!
Radiator plugged or restricted? Cooling system airbound? Water pump not circulating coolant? Radiator cap defective? Radiator hoses collapsing under pressure? Defective gauge/cooling temperature sensor?

you could be low on antifreeze, could be a plugged radiator, or the radiator could be dirty. I had the same problem with my Dodge Ram and it was a plugged radiator

Sounds like a fan or fan shroud problem, but you could also be dealing with a plugged radiator, undersize radiator, or thermostat problem.
It is either the sensor is bad, or there is not enough oil pressure. You could replace the sending sensor and see if that clears up the problem, otherwise you are looking at a more major problem dealing with your oil pump etc.
