Not unless someone installed it. The small V8 in a 1984 Olds Delta 88 was the 307 V8.
if there is a lot of snow or ice on these vents located at the bottom of the wind shield under the wipers that could be the problem if you live in a cold environment.

It could be a dead animal somewhere in the engine compartment. May have even possibly gotten into the A/C hoses.
I had the same problem with my 97' model.It was a leaking fuel line filter just under the side of the van.
1st. Bad inner or outer tie rods 2nd unequal air in tires.
Check to see if parking and tailights are working - same circuit could be a blown fuse
