If there is no obvious damage to wiring in the trunk then I would say that the bulbs need replacing. Have you tried new ones? Believe it or not I've seen it where the bulbs do burn out at almost the same time, after all, they were all installed at the same time. If it still doesn't work with new bulbs then you have a broken wire I would think.

I had the same problem and after a bit of searching, it ended up being the Park fuse. Fuse Number 4 on my 2001 Dodge Dakota.
It is possible it is the body control module, I had the same problem except my brake lights worked.
Check to see if the Neon stereo lights come on. If the radio lights up then there could be an internal problem or a problem with an external amplifier.

Usually a fuse. when the fuse blows the dash lights AND tail lights dont work. If your tail lights work and dash lights dont, check bulbs, if all blown at once you may have a shorting problem. If bulbs are good you may have a bad connection. Tracing wires is a big job. Get yourself a good quality test light.
