First I would take a look at the shifting cable to see if it needs to be adjusted. Then, after that I would look at the control module and the valves.

Are you sure that it's third it's not shifting into, and not fourth? The transmission is designed to not permit shifts into fourth (overdrive) until the engine and transmission have warmed up a bit.

The Escort ZR3 laser shifter is neither an active or passive jammer. It "phase shifts" the laser to it has trouble bouncing back. Detectors can't tell how far away a laser trap is, so they phase shift the laser instead.
