Answer
We had to have the electric motors replaced for two windows of our '97 Taurus (a third also needs to be replaced, but we're just living without it working). They just wore out.
Fuses - easy to check

Switches - fairly easy to check. Many can be gently pried up out of the door panel - check for power to the switch.

Motors - these sometimes bind-up. Check before replacing.

Maybe bad locking switch Maybe blown fuse
Its under your dash to the left of your hood latch to open up your hood. There is a black cover on it that you'll need to remove. On the cover is a diagram of all the fuses underneath. The driver window relay will be shown as the very top left fuse. it is in the driverside door it is a little brown relay with a screw whole on each end I had the same exact problem, I just loosened the three mounting bolts on the window motor and it went right up. re snugged bolts, greased the track and any other moving parts I could get to. works like new.
lift the switches and panel up and check the window switch wires for 12 volts output when the switch is pressed to close the window. (I am assuming the window opened ok with the switch but now won't close.) It is possible to remove, clean, and adjust the switch contacts. WD40 is a good cleaner
If the windows will not open using controls on either the driver or passenger side then most likely you have blown a fuse. The owners handbook will tell you where the fuse panel is and which fuse controls the electric windows.

If it is a fuse, and you replace it, it may blow again indicating a short in the wiring.

If all the windows stopped working at the same time check your fuses. If not it maybe the window regulator and / or motor inside the door panel

Check the fuses
If you can hear the window motor running, then the regulator is bad.

What could cause the power windows to not work on a Ford Taurus Mercury Sable?

check the fuse box. If all of the windows went at the same time it is unlikely to be the motors. See if they are all run by the same fuse. If so, it is probably that. Also if any other minor electrical things do not work along with the windows it is likely a fuse because they tend to bundle things on one fuse.

How do you take the governor off a Generation 3 Ford Taurus or Sable?

(This answer Covers the "Generation 3" 1996-1999 Series Ford Motor Company Ford Taurus and Mercury Sable.)The governor is electronically controlled. There are 2 governors on a Generation 3 Taurus/Sable. 1, Rev Governor. This prevents the engine from revving over 4,000 RPM. Anything higher than this at park or neutral can cause extensive damage to the transmission pump. 2, Speed Governor. This is in place because the vehicle can lose control quite easily at higher speeds without suspension modifications, appropriate tires, and driver skill. To remove or "Bump up" the governor limits the vehicle must be tuned aftermarket by a SCT tuning device and a trained professional tuner.
