What could make a 1991 Jeep Cherokee run like it had a turbo kicking in at 3000 rpm?

If you are not really familiar with cars you might mistake passing gear for a turbo boost. There is a cable or a throttle set point that tells the trans to drop down one gear for power to pass another vehicle and should shift back up after a bit. Could this be what you are experiencing? There may be a problem with the unit that controls this function since it should only activate when there is a sudden increase in the throttle position or when climbing hills.
