There were no Axis powers in WWI (1914-1918). The Axis powers was a term developed by Italy, Germany and Japan in the 1930s after signing a treaty of alliance. It refers specifically to this alliance and it does not refer to any alliance centred round Germany.

In World War 1 on one side was the Triple Entente (Britain, France, Russia (the three major powers), and Serbia, later in the war Romania, Italy and the United States joined and Russia signed a separate peace) were the Central Powers (Germany, Austria-Hungary, the Ottoman Empire, Bulgaria).

There were no "Axis Powers" in World War I.
The Axis Powers were in World War II, not World War I
In World War I they were called "The Central Powers" and included:

The German Empire
The Austro-Hungarian Empire
The Ottoman Empire
The Kingdom of Bulgaria

Intially the Axis was Hitler of Nazi Germany, Mussolini of Fasict Italy, and Stalin of Communist U.S.S.R (Soviet Union), However, as the war progressed Germany invaded U.S.S.R and Stalin joined the Allies to destroy the Axis.
