The team from the country which is hosting the games enters the Olympic Stadium last at the opening ceremonies. At the closing ceremonies, it is informal and there is no structure to state who comes through last.
In accordance with tradition, the host nation China was the last one to march into the stadium during the opening ceremony. If you mean excluding that, then the last one was the African nation of Zambia.
At the opening ceremonies, the countries march into the stadium in alphabetical order of their country's name in the language spoken by the host country. The exceptions are that the athletes from Greece are always the first into the stadium, out of respect to the home of the Olympics, and the athletes from the host country are always last into the stadium.
