Well.....I can say that Washington state, SEATTLE area, NEVER gets tornado's. They get some pretty strong wind storms, but that is a random thing. So if you want to never go through one, or get away from them, and you like rain....Washington is your place.
Because the snow turns to ice when it gets very cold. and it usually does not snow when it gets that cold. The snow has to be wet to stick together.

The Christmas season falls in the winter season of Ohio. Usually it does snow in Ohio during Christmas. There are some years where the weather is weird and it does not.

It actually does snow in most countries in the world. Almost all countries in the mid-latitudes (and obviously all in the high latitudes) receive at least some snow every winter, while a surprising number in the tropics are capable of at least some snow due to high elevations.
