Historians and the victors like to almost always record the enemy with higher casualties. On the friendly side, during WW2, Russia (Soviets) and China are recorded as having the highest casualties; and those are educated guesses. Counting bodies is a tough job: single bodies are often counted more than once, sometimes 3 bodies turn into 6 bodies. Sometimes no bodies at all turn into a radio transmission of 20 bodies. When the twin towers were hit in 2001, the news media stated possibly 50,000 people had perished. Don't believe anything you hear, and only half of what you see; an old saying.

The Germans had the most soldiers killed in WWI. The total was 2,050,897 military deaths. Russia had the most overall deaths with 3,311,000 (civilians and military).
