the united states owned it i wouldn't say anyone owned it before us, but if you want France started to build it but built upop a huge debt and stoped. but other then that but the united states was the first to officially own it. hope that is what you were looking for!

∙ 6y agoSpain once owned the land but then Simon Bolivar won independence and the new country was known as Colombia. The Theodore Roosevelt wanted to build a canal. Colombia said no. So Teddy sent a gunship and paid the rebels of Panama to go against Colombia and declare independence.
