In 1968 the Uniform Monday Holiday Act was passed by Congress. It took effect in 1971 and Memorial Day was moved from May 30 to the last Monday in May. So it is now possible for Memorial Day to be on a May 31. This happens about once every 5 or 6 years. Periodically there is an 11 year gap between years when Memorial Day is on May 31.
