The period of decline started 55 years after the death of the last "good emperor." It was caused by a 50-year period of military anarchy historians call the Crisis of the Third Century. The Romans were torn by civil wars and suffered invasions by peoples who took advantage of this and played a game of cat and mouse. When there were invasions in the east they had to redeploy some of their troops from the west. The same happened when there were attacks in the west. The emperor Gallienus developed a cavalry force which acted as a rapid deployment force and could reach the places under pressure quickly.

At the end of the third century and in the early fourth century the emperors Diocletian and Constantine restore order in the empire. The period of decline stopped.

Ther was not a period of decline of the Roman Empire after the five good emperors. After them there was the cruel reign of Commodus, which was followed by a regime based on control which rested on military power under Septimius Severus. Immediately after Septimius Severus there was a decline in the authority of the emperor, rather than a decline of the empire. His dynasty was marred by power struggles within the imperial family. This was followed by the period of the military anarchy called the Crisis of the Third Century. There were civil wars between men who were military commanders who were proclaimed emperors by their troops, usurper emperors and breakaway parts of the empire. It was during this period that there was a decline of the empire. There was a partial recovery after that.

During the Crisis of the Third Century the Romans created a cavalry force which acted as a rapid deployment force which was sent to the points of the frontiers of the empire which were under attack.

They concentrated on protecting the borders along the Rhine and Danube Rivers, eventually hiring migrating Goths to bolster their dwindling army, and in the 3rd Century CE, declared all residents to be citizens, in order to cement their identity and loyalty to the Empire.
