The Romans used the names of the peoples who they considered uncivilized, and only termed them barbarians if they did not know them or if they were exceptionally primitive. The Greeks, on the other hand, called all people who were not Greek, barbarians. This was not a "put down" of other cultures, it was simply a Greek term for anyone who was a non-Greek.
