Thomas Jefferson issued this act so the colonies would not import or export goods, which was mainly for the french and british because of the war happening there. Then Jefferson realized they should be able to trade with other nations so he cancled the act and issued an act stating that the colonies would not trade with the british or french, but were able to trade with other countries.
