No, Calhoun was an advocate for the growth and expansion of the Union.

He brought back the idea of nullification by a state - of a federal law, following the passage of the Tariff of 1828. Because the tariff was detrimental to the wellbeing of the state, he believed the state had the right to nullification. Secession was not an idea proposed in the South Carolina Exposition and Protest (which stated the Doctrine of Nullification).
