Atwood is making a distinction between being allowed to listen and not having that allowance made. Think about this in terms of women as housewives serving coffee and pastries to their husbands and their husbands' friends. She might eavesdrop, right? But she isn't allowed to participate. Mostly, I think Atwood is illustrating the difference between the public and the private spheres--men occupy the public sphere (employment, interactions with those outside of the home, having a "recognizable" or legitimate political voice), where women occupy the private sphere (domesticity, the home, care-taking of children and husband, having a foreign or illegitimate political voice).
