To understand the answer to your question, one needs to understand what is written in 2nd Peter Chapter 3 concerning the 3 earth iterations or ages. Without understanding that there was an earth iteration (age) prior to this one which contains humans, its quite impossible to understand why Paul was chosen.

In that first earth iteration, Satan attempted to overthrow our Father. One will find a short account of that issue in the beginning verses of Revelation 12. One will find further details written in the book of Ezekiel 27 & 28 and Isaiah 14 as well as Jeremiah 4.

Those (such as Paul) who fought for our Father (against Satan) are earned the right to enter the 3rd earth iteration as they already proved themselves worthy. People who earned the status of worthy in the first earth iteration are referred to as "Election" or the Elect. Our Father can interfere with the lives of Election

Everyone else who is not Elect (most of us) have freewill, and our Father will not interfere with those having freewill

This whole understanding centers on Judgment (Revelation 20). It would be difficult to judge those of freewill if our Father interfered with their lives. Our Father is completely fair, therefore and allows those with freewill to choose their own pathway.

Paul is election and therefore can be manipulated as necessary as he is already justified. Therefore he was blinded on the road to Damascus and given a commission, to teach the Gentiles about Christ. Paul persecuted Christians so this was a tall order for him, especially since Christians did not trust Paul. However Paul accomplished his commission with great zeal and success.
