Penn was a Quaker who was from a very well established English family. He was often arrested for his beliefs. When his father died the king owed him money, but instead of payment in pounds he asked for land in America. The king granted him the land that became Pennsylvania. The colony that was created was what Penn had envisioned for his ship of Quakers. They signed a peace treaty with the Native Americans of the area and outlawed slavery. They were living according to Quaker principles.

In 1681, William Penn founded the colony of Pennsylvania, and called it an "Holy Experiment." He wanted the Pennsylvania government to rule by their own religious truths, and to show all the people of the world, regardless of their respective religion, that the light of God shown from inside all.

William Penn Jr. intended for his colony to be a place for Quakers to settle. He would allow people of other religions to be left to worship in peace. At that time, England persecuted all those that did not practice the Anglican faith.
