Being emperor or head of state carried many responsibilities, but the main responsibility was to see that the empire prospered or at least survived.

Emperors had the job of securing the borders, passing legislation that would be a benefit to their subjects and to oversee the basic infrastructure of the empire. As anyone who reads history knows, many emperors did not live up to these responsibilities. A prime example is the last emperor of the west, Romulus Augustulus. Although just a child, he was made emperor but all the decisions were made by others. Still, he gets the blame for being the emperor who lost the west because the reign was his responsibility (at least in name).

The power of the emperor lay in their control of the Roman army, meaning emperors often needed the support of the troops or the Roman Senate or both.
