The Wizard then describes courage as something that's inside of a person. So he tells the Lion to drink all of the liquid in the dish, to get courage inside too.
In the original 1900 book edition of The Wizard of Oz, the Cowardly Lion receives a drink that's poured from a square green bottle, into a green-gold dish. The Wizard identifies the name of the drink as 'Courage'. Upon drinking, the Lion therefore is 'full of Courage'. In the 1939 film version, the Wizard says that the Lion is as brave as the bravest people whom he knows back in Nebraska. The only difference is the lack of a medal to wear. And so he gives the Lion a Triple Cross.
The Cowardly Lion wanted to get some courage. After proving his worth they returned to the Wizard. There he was awarded a medal from bravery.
