The phrase was uttered in the battle of First Manassas (First Bull Run), and it's not 100% clear what the speaker meant ... whether he regarded Jackson's action (or lack thereof) as praiseworthy ('he's not backing down!") or otherwise ("he's not doing anything!"), because he was killed in the same battle and was therefore not available later to clarify it.
