Senators review bills passed by the elected House of Commons.

The powers of the Senate and the House of Commons are equal, with two exceptions: (a) the Senate may not propose money bills that would need a Royal Recommendation, or amend a money bill in such a way that would cause it to need a new Royal Recommendation; and (b) the Senate may not suspend some types of constitutional amendments for more than one hundred eighty days.

In most circumstances, the Senate bows to the democratic weight of the House of Commons when disagreements between the two Houses arise. However, the Senate is nonetheless empowered to defeat bills (even budget implementation bills) passed by the House of Commons, or to insist upon amendments that the Senate favours. If the Senate and House of Commons cannot agree on a bill, it cannot be presented for royal assent to become law.
