Actually, it's not the same. Baking soda is a leavening agent (it makes things rise). It reacts strongly with water, creating carbon dioxide gas which makes baked goods rise. Corn starch does not make things rise (at all)- it is just the flour from the corn plant. It is unreactive with water. (In the UK it's more commonly called "corn flour"). Cornflour is often used to thicken sauces.
