Firstly a business plan - this will lay down what yourt going to do, finacial input, expected turn over. It will also contain such things as the cost of a fleet, how that fleet will be made up, staffing both for the fleet, admin, maintenace, marketing etc. It will have an initial plan of how you will launch the airline, what licences you will need to undertake the role , who will be running the business and each department required. You will need to have projected routes that will be flown, how you will fill that route, the frequency of the planes , where you have the main hub for the fellt, copyright materials for such tings as fleet colours, uniforms, ground crews, Then youl have to market the fleet and convince any investors that you have a product and brand that wil give the X% retrun over Y years. And that is just to start the process off.
