Most Muslim women in the world do not wear headgear. However, no restriction on Muslim women to wear head gears for warmth and/or fashion. However, Muslim woman is required by religion to wear cloth covering all her body, including her head and her hair, except her face and her hands. The piece of cloth covering her head and hair is called Hijab. She is allowed to wear on top of the Hijab the head gear or to have the head gear as part of the Hijab.

It doesn't matter which country and to my information no single Muslim country allows Muslim women not to wear Hijab. Wearing Hijab by the Muslim woman is a God command per Quran and prophet Muhammad teachings; irrelevant in which country or which place the Muslim woman is living.

Almost no Muslim men cover their faces. (If they do, it is for non-religious reasons such as putting on a mask to hide one's identity, etc.) Most Muslim women do show their face, either by wearing no headscarf or by wearing a hijaab or abaya/chador which leaves the entire face exposed. As concerns Muslim women who cover their faces in public, they will relax the covering in front of a group of all women or in front of men who are their close relations and thus unsuitable for marriage. I, as a non-Muslim, have seen Muslim faces.

Muslim women are not required, per religion to wear burqa or veil that covers her face. Religion, on the other hand, does not forbid wearing burqa. However, woman that selects wearing burqa should arrange her daily life activities accordingly. See related question below for more information.

Basically, you are allowed to talk to anyone if it is for necessary reasons. For example, a Muslim man can talk to a Muslim women or a non Muslim women if it is necessary. Also, a Muslim can talk freely (within boundaries) to any other of the same gender. For example, a Muslim man to another Muslim man and a Muslim women to another Muslim women.
