it depends on what kind of turtle/tortoise it is. that is what you should do first. try to find out what kind it is. take it to a local pet store to see if they can identify it. they will also probably tell you what it eats. make sure it isn't a protected species though, because it is illegal to take them from there natural habitat
i used to have a red ear slider turtle, and i fed it things from the pet store, but they eat insectes, fish, frogs, fruits, and vegetables. im not sure specificly which ones eat those, but i know that some turtles like the red ear slider and alligator turtle eat meat too.
