The three stars of Washington DC represent the three city-states of Washington DC, London, and Vatican City. The mall, center of London (commerce/financial area), and religious headquarters of the Roman catholic church, have their own flag and are not part of first the US government, UK's government or the government of Italy. This is most likely referred to as "conspiracy" but if you do more research, you will find that the stars of the flag of DC have not ever been asked by anyone or answered because the general mass of America or residents of DC themselves have no clue to the true origin of the three stars of the DC flag.
