According to a comment made by state Rep. Vincent Candelora in the press release, it is virtually unheard of for a non-incumbent to qualify so early in an election cycle.

To be eligible for the program, the candidate in question must raise a minimum of $5,000 with donations ranging from $5 to $100. Additionally, 150 of the sponsors must reside within the candidate's district.

A third party must receive at least 5% of the vote in order to eligible for matching funds in the next election. No third party got 5% in 2008, so no third party qualifies for federal fundis in 2012.
