Traditionally, the word for a person whose legs were damaged or otherwise incapable of walking (or at least of walking normally) was a "cripple". Nowadays some people are offended by such old-fashioned terms for infirmities. A person who cannot walk by reason of the paralysis of his or her legs or lower body is called a "paraplegic". However, someone who cannot walk because, for example, they are missing their legs, is not a paraplegic, although they may be confined to a wheelchair, because paraplegics cannot walk by reason of paralysis only. There may be other reasons why a person is unable to walk apart from missing limbs and paralysis, including damage to the motor centres of the brain, but there is no particular term for people who suffer from this kind of problem.
Of course there are situations where the inability to walk is part of a larger mobility problem, such as when a person is immobile (incapable of any movement whatsoever), quadriplegic (paralyzed from the neck down) or dead.
