Fuse, or fuel pump relay. check to see if power is reaching the fuel pump conecter just be for it goes into the tank if no power check the relay and the fuese if good check for spark if no spark try the crank shaft sensor and cam shaft senor it may have a low oil shout off sensor

check fuel sencer
If a 1996 Chevrolet Cavalier will not start, it could very well be the fuel pump. It could also be the starter or battery.
Problem other then Fuel Pump
Check for leaks in the intake manifold or a poor fuel pressure situation.
an internal cumbustable engine basically needs 3 things to run... Air, fuel, and spark... if you have spark, then you're not getting either air or fuel... check to make sure you're getting those things.
Check your starter.
Check plugs and wires/fuel injectors/fuel filter
Your missing spark or fuel.
You can find a diagram of the fuel system for a 2004 Cavalier in the car's owner's manual. You can also check with local auto stores.
Check your fuel pressure first then go from there.
To test a fuel pump you need to check multiple things...first if the car wont start and you think it is the fuel pump start by getting a rubber hammer and lightly beat on the fuel tank from under the car while someone else is trying to start the car...if it starts you need a fuel pump...next you will need to check for voltage at the pumps connector with a volt meter...you should have about 12 volts...you can also check for fuel pressure with a fuel pressure gauge that you can get at any auto parts store...hope this helps
