I sold at a Chevy dealership for a few years, so I can answer with regard to later-vintage Monte Carlos. If I remember right, the rear-seat fold-down option was standard on LTZ and SS Monte Carlos in 2006 and 2007 (LTZ was only available in 2006). It was not available on the more common LS models.
