First of all, calm them down as much as you can, get them a glass of water and get them breathing in and out slowly to get there breathing back to normal. Thats pretty much all you can do to be honest.

It will just make it harder for them to breath, and overall make it worse for the person hyperventilating. Best thing to do with hyperventilating is go through breathing exercises; deep breaths in and out for a few minutes. If that doesn't work, and you do have access to oxygen, put the mask on them, but don't start oxygen. Just having the mask on will give the patient the feeling that it's helping and doing something for them, when in reality nothing is happening.
