Since it stays in your account, you save it. Next time you get an iTunes card, the leftover amount will be added onto the amount of the card. If you get enough iTunes cards, these extra credits will eventually add up to the amount needed to buy a song!

No. When you attempt to buy something on the computer that says you still have money, iTunes will log you in and update how much money you have in your account before the purchase is made. I know of cases where, due to a glitch on the iPhone (which has probably been patched by now), some users accidentally managed to spend more money than they had on iTunes. This caused their accounts to go into negative balance, and meant that you had to bring the balance back above zero before you could buy or update anything else.
