because of reacism towards Jews in many areas of the world, many countries wuld allow Jews to own land so in eastern Europe, most Jews were into banking for a living. this gave Jews the stereotype of being cheap and so when someone wants to bargain to get a better deal on something they try to "Jew down the price" it also have to do with the fact that in many nations in the Middle East (not just Israel)it very common to haggle in street market (bazaars)
