She realizes that she loves him .
You will notice that when she sees him she always remembers him trowing bread away while others or her is starving which is why trough the beginning of the movie she is reluctant to talk to him. The only reason she is affectionate and caring is because almost at the end the only way they can win if both survive.
Pretty much they are pretending to help them get sponsors and in return get stuff that will help them survive.

∙ 11y agoKatniss regrets this later on in the story but at the end of chapter four she says "He hasn't accepted his death. He is already fighting hard to stay alive. Which also means that kind Peeta Mellark, the boy who gave me bread is trying to kill me."
