What does it mean to be flirty?

I see flirting as a way to persuade someone to like you. A way to show someone you like them by laughing, touch their arms, making eye contact, and smiling uncontrollably. Doing so will convince that person that you like them and since you where laughing and playing you must be a fun person.

It's basically a technique.

By definition, it means flirtatious, playful, engaging, enticing or coy. In a condescending way it could mean to be a "tease". In relationships, someone may flirt with another to get something from the other person. Some people flirt to get money, sex, drugs, liquor or special favors with no plan of returning the favor. Some woman may flirt to get something from men who would not otherwise have a chance of having relationship with that person and men do the same thing.
